What are the funding opportunities for radiant panel heating systems as of July 1, 2021?

The starting from 1 July 2021 again issued federal promotion for efficient buildings (BEG) for single measures and/or packages of measures for new building and existence considers also systems of the surface heating and surface cooling. The Federal association surface heatings and surface coolings registered association (BVF) clears up.

A surface heating is always the basis of a low-temperature heating system. Heat pump and condensing boiler achieve the lowest CO2 emissions and lowest operating costs only in combination with the surface heating.

Federal funding for efficient buildings (BEG-EM) individual measure inventory: BAFA grant

On January 1, 2021, the BAFA investment program in the federal funding for efficient buildings has risen and offers in the package with a boiler replacement a promotion of 20 - 45 percent of the investment amount, in this framework, the surface heating is also promoted. In the program heating optimization in residential building renovation, all measures to optimize the heating distribution system in existing buildings, with which the energy efficiency of the system is increased, such as the hydraulic balance or the replacement of the heating pump are promoted, so

• the hydraulic balance of the heating system including the adjustment of the heating curve
• the installation of panel heating systems (...) and of heat storage systems in the building or close to the building (on the building site)
• the measurement, control and regulation technology

The minimum eligible investment volume is 300 euros (gross). The funding rate is 20 percent of the eligible expenditure. Eligible expenses for energy refurbishment measures of residential buildings are capped at 60,000 euros per residential unit. When implementing a refurbishment measure as part of an individual refurbishment roadmap (iSFP) funded under the "Federal Funding for Energy Advice for Residential Buildings" funding program, an additional funding bonus of 5 percent is possible.

Federal Funding for Efficient Buildings (BEG) Portfolio: KfW Loan or Repayment Grant

From 1. July 2021, a loan subsidy for BEG individual measures and a loan or grant subsidy for full renovations and efficient new buildings of residential and non-residential buildings (BEG WG and BEG NWG) can be applied for at KfW (if necessary, indirectly via the house bank). The promotion for construction support can be applied for directly together with the loan or grant.

If a residential building is renovated to an efficient house or a freshly renovated efficient house is purchased, there is the possibility of promotion via a loan with repayment subsidy or a directly disbursed grant.

If a residential building is renovated with individual energy measures, KfW promotes the measures with a loan with repayment subsidy amounting to 20 percent within the framework of the "Federal promotion for efficient buildings - individual measures (BEG EM)". Since July 1, 2021, the KfW promotes the optimization of the heating system through a loan with repayment subsidy in the amount of 20 percent. Here applies:

• 60,000 euros as a loan per residential unit
• The building application or the building notification for the residential building was at least 5 years ago at the time of the application
• Is the measure part of an individual renovation roadmap (iSFP) that will be implemented within 15 years? Then the redemption subsidy for this measure increases by 5 percent
• In addition, there is the possibility of a subsidy for expert planning and construction supervision
• In general, the following applies: only start after application

Federal funding for efficient buildings (BEG) New construction: heating with renewable energy

Since July 1, 2021, the new funding loans and grants of the "Federal funding for efficient buildings (BEG)" can be applied for a new building. The promotion for building support is applied for directly together with the loan or grant.

If a new efficient house is built or purchased, this is promoted either with a loan with repayment subsidy or a directly disbursed grant. In principle applies: Only after application start.

Tax deduction with energetic reorganization

The fiscal promotion of energetic building reorganizations offers as "second column" of the fiscal promotion of the energetic building reorganization an alternative to the existing credit and subsidy programs. From 2020, it will be possible to deduct expenses for energy-efficient renovations from tax liability for a limited period of 10 years by means of a percentage deduction of 20 percent up to a maximum of 40,000 euros per property. The tax deduction for energy-efficient renovation, e.g. optimization of existing heating systems, applies if these are more than two years old. Individual measures that are also classified as eligible by KfW are eligible, including panel heating and cooling. The measures for energetic building renovation are valid for a limited period from January 1, 2020 to December 31, 2029. The planned term of 10 years creates the opportunity for the industry of energetic building renovations to adjust to the increasing demand for energetic renovations and build up appropriate capacities.

Conclusion of the BVF:

Already in 2020, the conditions for the use of surface heating and cooling were good due to extensive funding opportunities. In the merger of the various programs in the federal funding for efficient buildings (BEG) in 2021, this path continues. Proof that the systems of surface heating and surface cooling as low-temperature systems are an important part of the energy transition.
